When a girl says she's "curvy", is that a euphemism for "fat"?

I would consider myself "curvy". I'm 38-28-37, but if I tell people I am "curvy" will they just ume that I'm overweight. Is "curvy" just used by fat girls so that they had avoid saying they're fat. I'm 5'6 140 lbs, BTW
