What can a person do to get a death trap tore down?

I live in what is generally a nice neighborhood and next door is a abandond house that has all kinds of animals living in it. There is tree growing out of the roof. MY 7 month old Bison Freeze has caught provo from a stray. He only goes out to potty. And this house is to me a hazard not only to him but to the children in the neighborhood. So who do I contact to help get this resolved? Besides the owner which I have no idea who he is.
