it sounds like you could make this story interesting. But you dont have an end in mind or glue to tie your events together. You cant build a path toward an ending or outcome you havent yet figured out. Build your story like a house. Start with the foundation and frame so you have a beginning and end and it will be much easier to create a story. Create the basic frame before the glue!
