Who do I talk/complain to if my maintenance requests are not being taken care of?

I have several maintenance requests that have not been handled since I moved in 5 months ago. My front porch light needs to be replaced (its not a light that can be bought at home depot--that I know of) , my hot water temperature needs to be turned down, all of the outlets in my apt are loose ( anything plugged in will not stay) and my heater/ac doesn't work properly (lukewarm air for both settings). I have left several messages and spoken with the building manager twice and still nothing has been done. I am very frustrated and ready to move out but know that I cannot afford the fees to break my lease. Please help!
